How to read this
- Brighter = more complaints per business. Rates run from 214 (Bronx East) to 1,793 (Manhattan Southwest).
- Only carter-attributable complaint types are counted (commercial disposal, dumpsters, transfer stations) — never general street-condition complaints.
- Rates are zone-level. Up to three carters serve each zone, so a rate reflects conditions where a carter operates — it is not conduct attributed to any one carter.
- The denominator is DCWP-licensed premises, an incomplete count of all establishments, so rates are indicative and best read relatively. 15,365 complaints lacked coordinates and are excluded. 311 data is 2020-present, so this makes no before/after-CWZ claim. Full methodology →
